Councilmember Strauss unveils six-bill Vehicle Resident Assistance package with $5M in new funding

Councilmember Strauss presented a six-bill package intended to provide a structured city response for people living in motor homes, travel trailers, RVs and fifth wheels, combining funding, permitting and land-use changes. "We have $3,500,000 ongoing funding and $1,500,000 one-time funds," Strauss said, and described administrative changes to lease shelter locations, create shelter storage and expand outreach contracts.

The legislation would create a Vehicle Resident Assistance Permit to give residents pathways into shelter and housing, expand safe lots and shelter storage for transitions, and clarify the junk-vehicle code to distinguish lived-in vehicles from derelicts. Strauss said permitting changes would be phased in — warnings for the first 90 days and full implementation a year after introduction, with the permitting portion not effective until April (year specified in legislation). He said the package aims to connect outreach workers more closely to residents and to avoid leaving people worse off during the transition. Strauss also noted the package will be posted to Legistar and is expected to move through committee in September with possible final council action in early October.
