The court accepted a petition to consider creating the Cobble Creek Public Improvement District (PID) and set a public hearing for Aug. 31 to take public testimony and consider formal creation. Russell Schofner explained that a PID assessment is tied to individual properties within the development and will not apply countywide; he also said the developer provided a draft dissolution resolution to allow the county to unwind the PID if final terms are not agreed.
The commission also approved a professional services payment agreement in which the developer will deposit $50,000 to cover consultant and staff costs incurred as the PID is reviewed and structured. The votes on both items passed three-zero after the judge recused himself on the Cobble Creek item.
Schofner and other staff said all details of the PID (assessment amounts, bond terms, staging) will be worked through between now and the public hearing and subsequent steps.
