Collin County commissioners discuss trimming transportation projects to fit bond options
Summary
Commissioners were told that scaling the bond down would force the county to drop or delay major road projects (service roads, outer-loop connectors) and that the $4.75-to-$2.66 (hundreds of millions) tradeoffs would remove at least one major project from the list.

County staff and road-program consultants outlined how transportation funding would be affected under lower bond-authority options. Mr. Dougherty (roads) described three major projects that would fit into the higher ($4.75 scale, as presented) transportation program: a service road for a D and T project, a second service road for the outer loop just west of U.S. 75, and a first service road from Farmersville toward Rockwall County. He said if the county reduced the transportation authorization those projects would be delayed or removed.
Commissioners pressed for clarity on which projects would be cut under a smaller authorization and asked whether state-responsibility roads were included (staff said none were included in the transportation proposition). Staff and the financial consultant said transportation priorities could be pared and re-prioritized as sales occur, but that lowering the authorization materially delays congestion-relief projects in the eastern part of the county.
The court did not direct immediate project changes; the bond call approved the full option as presented, preserving staff flexibility to prioritize after voter action and as sales are scheduled.
