No independent projection of future average daily population beyond staff comments was introduced at the meeting; staff referenced a 2019 plan forecasting growth and said the jail's efficiencies had allowed more detainees to be accommodated but that capacity pressures remain. The court did not change the motion in open session; the bond call approved the full package including the two-cluster option as presented.
