The staff presenter said McKinnon Creative Engineering approved the site for the project and the property appraisal was $33,000, while the seller had set a firm asking price of $50,000.
"The appraisal price was set at 33,000...They are hard set at the purchase price of 50,000," said the staff presenter (speaker 4). After discussion, a board member (speaker 5) moved to approve the real estate purchase agreement and allow the city manager, as executive director, to sign the agreement. The board then approved the motion by roll call; the recorded votes in the transcript show four members voting yes and the chair recording one no.
