Council rezones 3600 South Federal to public district for Bear Creek trailhead

Mayor Sally Daigle opened a public hearing on a rezoning request for the property at 3600 South Federal, formerly known as Carroll's Corner Pub, and planner Ari Snow presented staff's recommendation that the city approve rezoning to the Public (P) district for a trailhead and park-oriented use.
"Staff recommends that city council approve the rezoning request from Business 1 and Commercial to Public zoning for property located at 3600 South Federal," Ari Snow said, citing comprehensive-plan goals that emphasize parks, trail connectivity, and floodplain-sensitive development. South Suburban planning supervisor Anna Claudia Magallanes, representing the applicant, described the Bear Creek Trailhead designs — a full bridge replacement, trail realignment for pedestrians and cyclists, a modest park amenity area and parking improvements coordinated with CDOT.
Council members who spoke in deliberation praised staff outreach and the project's fit with the city's trail and open-space goals; no members of the public registered to speak during the hearing. The motion to approve Ordinance 11-2026 passed by a majority vote of 6. Council directed staff to continue coordination with South Suburban and CDOT on final design, parking access and wayfinding.
