County authorizes RFP/RFQ for up to $750,000 CDBG; GrantWorks to assist

The court authorized staff to issue a request for proposals for administrative services and a request for qualifications for engineering services to pursue a Texas Community Development Block Grant. GrantWorks representative Michelle Robo told the court the program is typically offered every two years and that water and wastewater projects receive priority for maximum scoring.
"The maximum grant amount is 750,000," Michelle Robo said while outlining program priorities and the common county approach of sponsoring an interlocal agreement with a water utility to target an area where at least 51% of beneficiaries are low‑to‑moderate‑income households. Robo said counties commonly partner with water supply corporations or utility providers to identify targeted project areas that meet the 51% LMI objective.
Commissioners moved to authorize issuing the RFP/RFQ and directed staff to work with GrantWorks to assemble proposals and outreach; the motion passed by voice vote. Staff and GrantWorks will coordinate with local water providers and prepare the competitive materials if the court proceeds.
