A revised design to replace and raise a seawall at Suffolk Stone Village — proposed to improve resilience after storm damage — won conditional approval from the planning board after extensive public comment.
Jeremy Brew, the project engineer, told the board the new scheme uses existing granite slabs and a cast‑in‑place concrete substructure and reduces vertical exposure by laying the face out flatter than an earlier design. He said total impacts below the highest astronomical tide line are 407 square feet, of which 396 square feet are new impacts. The designer said the proposed wall is roughly five feet higher in places than the existing condition and will be pinned to ledge and pinned between courses to resist lateral sliding.
Multiple public commenters and abutters urged stronger documentary evidence, hydrologic analysis and assurance that the design would not increase erosive impacts at neighboring parcels. A public commenter cited a DEP rejection of a permit‑by‑rule submission for a prior plan and said that rejection singled out risks to resources of special concern. The board discussed its authority under town ordinance to judge earth‑moving over 10 cubic yards and the limits of local jurisdiction relative to DEP and federal agencies. After going through required findings, the board voted to accept the application on the record and directed staff to file findings and require the applicant to secure any outstanding state or federal permits prior to construction.
