TDOT opens SPP/TAP rounds; TAP now covers engineering costs

A TDOT representative said the State Partnership Program (SPP) application is open and the online portal now permits applicants to save progress. Staff explained the statewide call includes Transportation Alternatives Program (TAP) funds and multimodal access grants, which primarily target bicycle and pedestrian projects. The TAP generally requires a 20% local match and multimodal access grants a 5% match; staff said the TAP now allows engineering and other pre-construction costs to be included, removing a previous barrier for smaller communities. "One thing with the TAP that is much different from previous years is it now includes engineering and the other cost," a TDOT representative said.
Staff encouraged jurisdictions to coordinate applications with TPO staff, noted deadlines and FAQ resources on the portal, and offered local-programs assistance including letters of support and planning coordination.
