Council and P&Z clear way for industrial expansion at 5500 Discovery

The Planning & Zoning Commission and City Council both moved to allow industrial development at 5500 Discovery after staff described an existing industrial/manufacturing use on the 84‑acre property and proposed additions.
Community Development Director Cody Nolan told commissioners the property is currently zoned Interim Holding and shown in the comp plan as retail/office and low‑density residential; the applicant (identified in the agenda as Mark Franco) requested a comprehensive‑plan amendment to industrial and a rezone to Planned Development with an industrial base. Nolan described proposed site work including two additional buildings, a possible future administration building near Glen Rose Highway (Highway 144), proposed parking and loading areas, and several requests to vary landscaping and parking-tree requirements. Staff recommended approval.
The Planning & Zoning Commission recommended approval by motion; the City Council then considered ordinances 26‑53 (comp plan amendment) and 26‑54 (zoning change) at the joint meeting, heard no public speakers and approved both measures on a 6–0 vote. The approvals mean future site‑plan and permit reviews will follow the PD zoning standards and any requested variances will be processed through the appropriate administrative or board channels.
