Commissioners weigh options after donated meals can't be distributed from senior center kitchen

Another participant asked the board whether the county could 'ask forgiveness later' for cooking during an emergency; staff and legal-minded commissioners advised seeking written authorization and checking whether the Golden Wheel or another licensed provider could assume liability. The board directed follow‑up: staff should request written clarifications on MOU terms, check whether local churches could legally host meal preparation, and ask the county attorney to review exposure if the county or Golden Wheel prepared donor food for distribution.

Why it matters: In disaster response, the ability to safely prepare and deliver hot meals to vulnerable residents is a critical continuity function. Commissioners said they wanted a short legal and operational memo that identifies which kitchens are licensed, who would sign any liability agreement and what temporary arrangements are legally permissible in an emergency.
