Committee member (S2) urged directing resources toward workforce development in East Knoxville and identifying where investments will have the biggest effect. "So looking at, really trying to identify where those rents are, where the resources are, opportunities, where we can empower, especially East Knoxville," the committee member said.
Speakers stressed that grantmaking should be paired with capacity-building: several small organizations may be applying for funds for the first time and need help with application and reporting processes. "Not just giving them a fish, but you're teaching them how to fish for a lifetime," the committee member said, describing one-on-one assistance that helps local groups pursue larger funding opportunities.
