Health department details staffing strains and warns of disappearing state grants

Lindsay (speaker 8), representing the county health department, walked commissioners through a detailed budget packet that separated tax-levy funds, Health 1st funding and grant accounts. She described how the end of some state grant streams has forced the health department to lean on local funds while continuing operating programs such as immunizations and a newly funded behavioral health navigator.

Lindsay reported year-to-date immunization clinic receipts and a near-term transfer: "So far, we have, $68,500 in our that's made it into... We have an approximate $50,000 getting transferred this week, into it as well," she said when explaining revenue that will permit a midyear appropriation request. She also warned that the COAG and other grants will likely expire in 2027, creating a $1.1 million two-year funding gap compared with earlier funding levels; she said the department is pursuing letters of support from partners to try to restore some funding. Commissioners probed staffing: an unfilled environmental specialist post has required a current employee to do dual duties (food safety and environmental inspections), producing high mileage and comp time; options discussed included reinstating a full-time environmental position or cross-training staff.
