Highway department seeks multiple line‑item increases in budget presentation

The presenter asked for transfers including $85,200 from account 117623310 and $15,000 from 23420 to boost several line items. ‘‘On behalf of Jefferson County Highway Department, I would like to respectfully submit our budget request for your review and consideration,’’ the highway department representative said. Major requested increases included summer help (117790) from $35,000 to $50,000, an office manager salary bump (11380) from $50,005.22 to $53,001.82, and vegetation control (32321) from $30,000 to $60,000 to cover higher labor and materials.
Commissioners and staff questioned whether vegetation control would be done by county crews or contractors; the presenter said the line could fund contracted roadside spraying, mowing, or tree removal when needed. The highway representative emphasized that vegetation work keeps sightlines clear at intersections and relieves full‑time crews of routine tasks.
Other requests included raising travel/training (32335) from $4,000 to $10,000 to cover conference attendance and legislative training, increasing repair of buildings/structures (36120) from $6,000 to $8,000 for gutter and fence repairs, and boosting rental (37010) from $4,000 to $10,000 to continue renting a sweeper from CMC Construction or consider purchasing one (estimated $80,000–$120,000).
The presentation also sought a contracts line increase (39110) from $20,000 to $30,000 to cover vendors such as Centos and Midwestern Electric and proposed bumping dues and subscriptions (39120) from $300 to $1,500 because membership costs for professional groups have risen. Commissioners agreed to review the transfers and asked staff to confirm exact fund balances and gateway entries before final approval.
The account-level requests and the highway representative’s explanations were presented in detail so the commission could weigh the tradeoffs between contracting, equipment purchases and staffing.
