Commissioners declare local flood emergency, approve emergency repair contracts
Summary
Following heavy localized rains and flooding, commissioners declared a local emergency to enable tracking and response and approved emergency contracts for bridge and culvert repairs with Progressive Contracting and Suncor Construction.
Chair reported substantial flooding in unincorporated areas of Washington County (including New Harmony, Gunlock and Pine Valley) with localized rainfall up to 4 inches. The board adopted Resolution R2025-3609 to declare a local emergency so the county can track expenditures and activate response authorities if thresholds are met.
"So a week ago, we did have substantial flooding around the county," the Chair said, describing the purpose of a local emergency declaration. Commissioners then considered emergency contracting to address immediate infrastructure risks: Progressive Contracting, Inc. for footing repairs on a bridge at Kanara/Canary Creek, and Suncor Construction for culvert repairs in Pine Valley.
Todd, public-works staff, said the bridge undercutting required immediate shoring "before that bridge fails" and that Suncor was available to perform culvert work on a time-and-materials basis; commissioners approved both emergency contracts so work can start at once. They noted the county will fund these repairs immediately rather than waiting for potential NRCS funding.
The board approved both the emergency measures and the contracts by motion.
