Commission adopts county data-privacy ordinance to meet state deadline

The Washington County Commission adopted Ordinance 2025-13-12-0 to establish a county data privacy program and designate a county administrative officer to oversee privacy compliance. Andy Jurgensen, the County IT Director, explained the ordinance fulfills the Utah Data Privacy Act requirement that government entities initiate a privacy plan by Dec. 31, 2025 and asked the commission to adopt the ordinance to keep the county in compliance.
As Andy Jurgensen said to the commissioners: "The proposed ordinance before you fulfills that requirement by formally committing Washington County to continue reducing and protecting the personal information we collect and to implement our privacy plan consistent with industry best practices and state law." Commissioners voted to adopt the ordinance by voice vote. The ordinance also designates county IT as the lead for training staff and providing required reports to the state. County staff said the IT department will play an integral role in ensuring the county meets the statutory reporting and training requirements.
The commissioner motion to adopt was seconded and approved; the ordinance will place county operations on a compliance timetable and assign reporting responsibilities to IT.
