The Washington County Commission approved an ordinance rezoning approximately 54 acres near 900 North and Main Street in the Leeds area from OST-20 and A-20 to Planned Development Commercial (PDC) and Planned Development Residential (PDR). The applicants, identified in the packet as Babylon Lands LLC and Silver Cliffs Annex LLC ("Silver Commons"), presented a mixed-use concept combining residential neighborhoods, townhomes, commercial spaces and integrated trails that follow the Grapevine Wash.
Applicant and staff described site planning that seeks to tie the unincorporated county portion to adjacent town development in Leeds through pedestrian connections and a pedestrian bridge. Staff and the planning commission reviewed the project at length; a commissioner highlighted the developer's commitment to affordable housing, with Victoria (speaker 13) saying the development agreement provides that "about 0.5 of the residential units will be affordable." The rezoning ordinance was moved, seconded and adopted by the commission.
