An attorney/staff member noted an added provision extending state procurement requirements to special service districts for larger construction projects, with limited exceptions for phased projects. Sullivan said the adjustments aim to streamline routine purchasing while preserving competitive requirements where appropriate. "The purchase order threshold is increasing from 5,000 to $10,000," he said, and the commission voted to adopt the ordinance amendment.
