Residents press Planning Commission on water, seismic, fire and environmental studies for Monarch project

Throughout the hearing residents repeatedly requested environmental studies, risk assessments and clarifications about water use and wastewater treatment for the proposed Monarch Data Center.
Commenters asked for specific analyses including water-usage breakdowns, wastewater treatment plans, fire and seismic risk assessments and traffic and visual-impact studies. Phyllis Hiskett, Leo Solari, Laurie Tom and others said staff had previously raised issues on a prior application and urged commissioners to seek additional data or table the item. No applicant-submitted environmental impact study (EIS/EIR) was presented during testimony; multiple speakers asked that approvals be withheld until such analyses are available.
Commissioners and staff noted some mitigation can be addressed during building permits but emphasized their duty to base any advisory recommendation on required Findings under Title 10 zoning rules and the Specific Plan.
