District staff report Link rollout, salary increases, policy changes and audit timing

Finance staff (S3, introduced as "Miss Kramer") updated the board on several finance and operations items. She said the Link payroll system will go live Oct. 1 and that training will extend to school-level bookkeepers, and she summarized the state-authorized salary adjustments: a 3% increase for noncertified staff, roughly an 8% average increase for teachers, and a 3% increase for principals. She also said retirement contribution rates rose from 24.67 to 26.10 and hospitalization rates increased.
S3 told the board the district will no longer accept direct-deposit change requests via email as a security precaution following a scam attempt: "We are no longer taking information via email when somebody's trying to change their direct deposit... All of those changes need to be submitted in person." She also described policy changes (Policy 8300 fiscal management and Policy 8410 individual school accounts) that, among other things, raise the grant threshold that can be managed at the school level to $25,000. Finally, S3 provided an audit update noting bank reconciliations are up to date and that the audit visit is expected in late October or early November with about 55% of requested items completed.
