Staff said the current municipal website provider is discontinuing service and a new website must be operational by Dec. 1, with ADA compliance requirements discussed. Council members raised concerns that the ordinance bundles separate appropriations into a single vote and discussed whether parts could be split into separate ordinances with additional public hearings.
Joe Murphy (speaker 8), representing Garmong Construction Services, gave a presentation on a proposed consulting agreement and said the contract “would be a $2,025,000 dollar contract not to exceed for this year,” but clarified he bills hourly and described a prospective $50,000 annual engagement in a typical calendar year. Staff also outlined overtime needs for street and sanitation departments tied to alley stone work and mowing related to code enforcement. After discussion, the council passed the appropriation on first reading to allow time for further review.
