Council sets proposed tax-rate cap at 0.866, schedules Sept. 1 public hearing

The City of Orange council voted to set a proposed property-tax rate cap of 0.866 per $100 and scheduled a public hearing and vote on the proposed rate for Sept. 1, 2026, at 5:30 p.m. Council action directs staff to work the budget to accommodate the lower rate and to present detailed tradeoffs at upcoming workshops.
Finance director Miss Zito told the council the city’s certified taxable values rose slightly and that, under the proposed rate, the city would collect roughly $55,000 less than last year. “The proposed rate is below last year’s actual rate and below the no-new-revenue rate; therefore, it is literally a tax decrease,” Zito said. A council member moved the resolution to set the cap and the motion carried on a recorded voice/roll-call vote.
The council also directed staff to hold a budget workshop Aug. 18 to review the proposed FY2027 budget and to return with answers on contract and service reductions or re-prioritization as needed. The scheduled public hearing and vote on Sept. 1 will provide residents an opportunity to comment on the proposed rate and the budget prior to final adoption.
