Commission adopts amended 2025 budget and final 2026 budget with compensation adjustments

Washington County commissioners held multiple public hearings and approved budget actions that include a $20,000,000 transfer between funds in the amended 2025 budget and adoption of the 2026 budget with compensation adjustments for select county officers.
Ryan Sullivan, the Clerk/Auditor, presented the budget truing and amendment. He described a $20 million internal transfer: $10 million of TRT funds moved to the capital projects fund restricted for the Dixie Center expansion, and $10 million moved from TRCCA/recreation funds to capital projects (with $1 million carrying EOC building costs, $5 million for Legacy Park improvements, and $4 million restricted for St. George Airport expansion). Sullivan emphasized, "We're not increasing taxes, we're just transferring $20,000,000," and said the transfers reallocate existing restricted revenues to appropriate capital accounts.
Commissioners opened and closed several public hearings on compensation and budget amendments with no members of the public speaking. The commission adopted Resolution R-2025-3656 to adopt the amended 2025 budget (including the executive compensation increases described) and later adopted Resolution R-2025-3657 adopting the 2026 budget, which included 3–5% adjustments for county officers per state disclosure requirements; both motions passed by unanimous voice votes.
