County staff described a notice of grant and agreement award from the Natural Resources Conservation Service (NRCS) for a Foresight Pine Valley Fire Damage Survey totaling $1,400,000. Staff said the grant is structured as a match — NRCS will cover 75% of construction costs while the county provides a 25% match — and NRCS will cover 100% of engineering and technical assistance costs. "It's a match where they pay 0.75 of the construction cost. We play 0.25 and they also pay a 100% of the engineering and technical existence," staff said.
Commissioners asked how the funds would be used; staff explained the study will evaluate culverts, drainage and potential debris-detention basins and erosion protections and that NRCS does not pay for culverts themselves but will support design and mitigation. Staff noted the award is emergency-funded and the seventy‑day clock has begun: "We're limited on this one... there's 220 days. That time clock has already started." The board voted to accept the grant and authorized staff to proceed with the work and matching requirements.
