Commissioners approve mining-and-gravel zoning for 36.95‑acre parcel; project plan and mitigation required

County planning staff (Scott) described a request to rezone a roughly 36.95‑acre parcel at Frontier Road and SR‑18 from A20 to a mining-and-gravel zone. Scott said the planning commission held a public hearing, conducted a site visit on Aug. 19, and ultimately recommended approval 5–1 after reviewing compatibility, access and nuisance concerns.
Scott emphasized that approving the zone does not authorize ground disturbance or extraction: "If approved, the applicant will be required to obtain approval of the mining and gravel plan, including a rehabilitation and reclamation plan and performance assurance under terms acceptable to the county prior to issuance of a business license and mining and gravel permit." Commissioners raised questions about dust mitigation, water used for suppression, the potential need to upgrade Frontier Road at the owner's expense, and annual inspections to ensure compliance with the phasing plan. After discussion, a commissioner moved to approve the ordinance and the commission passed the motion by voice vote.
Staff noted the earliest full permitting and project-plan approvals could take several months, and the project would be monitored by planning and code enforcement to ensure the mitigation commitments are followed.
