The Public Service Commission unanimously adopted the business meeting minutes for July 27, 2026. The motion to adopt the minutes was moved, seconded and carried without opposition.

For Black Hills Power the commission voted to defer action and asked staff to revise the NCA to identify deficiencies (notably the omission of estimated incremental costs and Montana‑specific facility locations); the motion passed with three ayes and one abstention. For Avista the commission deferred the item to Aug. 18, 2026, and directed staff to request Montana‑specific incremental‑cost estimates and facility data; that motion passed 3–1. Chair Jeff Welborn recorded the outcomes in the meeting.
