Zoning Administrator hears proposal for 493-square-foot addition at 1820 Wilton Road

Chair Russell opened the Aug. 11 Encinitas Zoning Administrator hearing and turned the floor to Associate Planner Megan McElfish, who outlined the project for 1820 Wilton Road. McElfish said the applicant seeks a coastal development permit and a substantial conformance permit to add 493 square feet to an existing attached two-story single-family residence in the R-11 zone, within a coastal overlay and Coastal Commission appeal jurisdiction. "The applicant is requesting a coastal development permit and a substantial conformance permit to construct a 493 square foot addition," McElfish said.
McElfish told the panel the site was developed as part of the Sea Bluff Village planned residential development originally approved by San Diego County in 1971 and that staff had determined the project complies with applicable use-permit modifications and the Sea Bluff Village PRD development standards. She said the project is consistent with the city's certified local coastal program, general plan, and municipal code, and that it is exempt from environmental review under CEQA Guidelines section 15301(e)(1), which covers additions that do not increase floor area by more than 50 percent or 2,500 square feet. "Based on these findings, staff recommends approval, and this concludes my presentation," McElfish said.
Chair Russell asked whether any public comments had been received; McElfish replied there had been one comment during the early citizen outreach (the applicant mailed a newsletter to owners and tenants within 500 feet on 11/17/2025) but none during the formal public noticing period. The chair confirmed the applicant was present but declined to speak: "For the record, the applicant is present but would not like to speak." The clerk reported no public speakers were present.
The Zoning Administrator explained that the purpose of the hearing was to receive public comment and that a decision would follow after staff reviewed and considered any comments. No formal vote or motion occurred at the meeting; staff's recommendation will be reflected in the administrative decision or subsequent staff report.
