Councilors question Star Valley Health's per-capita EMS funding proposal

A councilor (speaker 3) raised concerns about a letter from Star Valley Health proposing per-capita funding for EMS, citing dispatch data that showed Star Valley Ranch had far fewer calls than nearby Affton (99 calls vs. 498 in 2024) and that per-capita billing could make the town pay more despite lower usage.
"So I feel that as a municipality, we need to figure out what would be better for our citizens versus just going along with the per-capita idea," the councilor said. Town staff (speaker 6) responded that per-capita is one option under discussion, that no town has signed on and participation by the county and other towns would be required for it to work.
Council asked staff to develop alternative options and to convene stakeholder discussions before the town's contract renewal in November; staff said the hospital's grant decisions are coming this fall and further discussion is warranted.
