Director (Speaker 4) told the board that Great West Engineering could help with a planning-grant application and that a preliminary engineering report is required to qualify: “The planning grant is 45,000. If you get it right now, it's at no cost to us.”
He said the county can apply in the current cycle (due the 21st of the month) or defer to the January round. Director warned of significant cost escalation over time, citing a local example where a new facility cost roughly $4 million in 2004 and has grown in other projects to tens of millions; he estimated a smaller-scope option for Broadwater County at about $500,000 with a minimum 10% local match. The board discussed logistics, potential consolidation of outreach sites, traffic and routing concerns, and environmental/permitting questions that would be addressed in the preliminary engineering work. Several members urged proceeding with the planning-grant application and asked staff to follow up with Great West and the planning consultant (Stephanie Wilkie) to gather timelines and sample floor plans.
Director said if the planning grant is awarded the county must commit to advancing the project; the board agreed to explore the current grant cycle and to bring back a formal recommendation to the commission before obligating construction funds.
