Town Attorney Lyndsey Ryan opened the special meeting by explaining its purpose: to interview firms that responded to the Town's request for proposals for the ENR upgrade; Rauch, Inc. withdrew its bid on March 10, 2025, leaving KCI and GMB as the remaining candidates. The council interviewed KCI representatives from 1:00 p.m. to 2:00 p.m. and GMB representatives from 2:00 p.m. to 3:08 p.m.
During post-interview discussion, council members emphasized schedule and cost when applying their evaluation criteria. Council members noted that KCI's bid was $41,754.73 lower than GMB's and that KCI provided an estimated date to be ready for construction in early 2026, compared with GMB's October 2026 estimate. Based on those factors, Commissioner Michael Sullivan moved to accept KCI's bid; President Schmidt seconded the motion. The vote was recorded as Potter–Y, Schmidt–Y, Sullivan–Y and Newnam–Y, and the motion was approved.
The council adjourned the special meeting at 3:49 p.m. No further actions or implementation steps were specified in the minutes.
