Council approves Lakeside Well 4R project with conditions, denies early occupancy permits

Developer representatives Ryan Showalter (attorney) and James Cook presented a proposal to drill a replacement Well 4R as part of Lakeside's water-capacity improvements. Attorney Showalter said Somerset Well is ready to move forward and estimated "project completion to be late July/early August," and the plan calls for additional chemical storage to be added to the outside of the Well 6 building.
The developer requested that the Council allow building permits to be issued for Lakeside while withholding occupancy permits until the new well was operational. The council denied that request. Instead, Commissioner Newnam moved to approve the Well 4R proposal pending review and approval by the town's engineer (GMB) and subject to the Council approving the appearance of the new chemical storage building. The motion, seconded by Commissioner Sullivan, specifies that "The Town will not issue building permits until Well 4R is in operation and at least 30 days' worth of production numbers have been reviewed by the Town" and requires six-month reviews of production numbers until the new water tower is in operation. The motion passed unanimously.
Council and the developers discussed aesthetic options for the chemical storage building because the site is in a residential area. Attorney Showalter said revised water tower plans are expected within a month and estimated the new tower would take about two years to construct and put into service.
