Commissioner Jeremy Newnam moved to adopt Resolution 1-2025; Commissioner Walter Chase seconded the motion and it was approved unanimously. The resolution establishes the Council’s declaratory intent but does not itself issue debt; any borrowing would follow separate procurement and approval steps.
