Juvenile probation supervisor warns of legislative proposals, commissioners request staffing and salary comparisons

Dahlia Stender, Juvenile Probation Supervisor, told the Board Aug. 3 that the Idaho Association of Juvenile Justice Administrators has formed a legislative committee to monitor proposed legislation that could affect probation and detention operations and may carry fiscal impact despite claims of 'no fiscal impact.' She said the group will coordinate with legislative contacts during the session.
Commissioners asked Stender to provide comparative data on staff levels, caseloads and salary benchmarks versus similar counties (Adams, Payette, Gem) to aid the county's budgeting and staffing review. Stender asked for clarification on the request format and whether the survey was intended for the 2027 budget; commissioners directed her to provide the information by email so the Board has a record.
Stender also reported that a staff member graduated from the POST academy and that in-house and regional training options are used for field training and certification.
