Kirkland board issues SEQR Negative Declaration, rezones portion of Route 12B parcel

On Sept. 9, 2024, the Town Board of Kirkland reviewed a long Environmental Assessment Form submitted by applicant Hamlin Harkins Ltd. and adopted a SEQR Negative Declaration for a proposed zoning amendment affecting part of tax parcel 346.000-1-52.2 located on NYS Route 12B. The board identified the action as an "unlisted" action under SEQR (6 NYCRR 617.2) and concluded the project would not cause significant adverse environmental impacts, directing the secretary to file and circulate the Negative Declaration under 6 NYCRR 617.7.
Following the SEQR determination, the board ratified an amendment to the zoning ordinance to rezone a portion of the same parcel and to enlarge the Corridor Overlay District along Route 12B. The resolutions passed by roll call (Supervisor Robert J. Meelan, Councilman Garry F. Colarusso, Councilman Richard J. Maxam and Councilwoman Melanie L. O’Neil voting Aye; Councilwoman Donna E. Yando absent). The board also instructed that copies of the Negative Declaration be mailed to the Environmental Notice Bulletin, the Oneida County Department of Planning, and filed in the Town Clerk’s office.
