Commission backs reduced setbacks for resilience-hub structures, with permit review safeguards

Staff proposed local code changes to ease siting restrictions for resilience-hub structures awarded through an Oregon Department of Emergency Management grant, allowing reduced setbacks and some adjustments to vision-clearance rules for awnings tied to these structures. "These are basically ConEx boxes and, accessory structures and equipment that are being awarded to different entities across the state to set up these resilience hubs," Gail Hendrickson said, describing the intent to provide local flexibility for siting.
Commissioner Ittaca said she "totally support[s] it" but asked who will determine whether a setback or vision-clearance exemption creates traffic or public-safety problems. Hendrickson said planning staff will review permit applications and building permits will be required for structures exceeding 200 square feet, so safety and visibility will be assessed during permit review rather than waived entirely.
The commission approved the broader ordinance package, which includes the resilience-hub provisions, and forwarded its recommendation to the Board of Commissioners.
