State law creates 'farm store' use; Clatsop County says existing rules will apply

County staff told the Planning Commission that House Bill 4153 creates a new farm-store use in Exclusive Farm Use (EFU) zones and establishes state-level regulations for how retail operations and associated agritourism events must be conducted. "The other 1 was house bill 41 53, which, created a new use in the exclusive farm use zone, which are farm stores," Gail Hendrickson said.
Hendrickson said the state law defines allowable retail sales, limits on non-farm items, requirements for agritourism events and new rules on food and beverage preparation at farm stores. She told commissioners the county will rely on existing county retail-parking standards and the county dark-sky ordinance passed in 2020 to address parking and lighting issues; she also said the county currently has farm stands but no farm-store applications and expects applications in the coming growing season.
