Councilmembers pressed for timelines and asked why easement and property-acquisition discussions have extended over multiple years; the engineer and mayor explained voluntary acquisition and legal processes can take years when property owners do not agree to donate easements.
No formal votes were taken; the engineer offered to return with schedules and to continue coordination with the attorney's office on easement and railroad-permit matters.
