Engineer outlines Arcola water plant expansion and wastewater projects into 2026
Summary
City engineering consultant Larry Stone briefed the council on multiple projects: a 280,000-gallon ground-storage tank at the Arcola water plant, a 450,000-gallon wastewater plant expansion (target June 2026), drainage improvements, and design work for future wastewater-permit increases—Lift Station No. 3 rehabilitation was presented as a separate bid action.

City engineering consultant Larry Stone (Kaluza, Inc.) summarized active water and wastewater projects and near-term design work during the council meeting.
Stone said the Arcola water plant expansion includes a 280,000-gallon ground-storage tank and that the contractor has begun work. He reported the Wastewater Treatment Plant Expansion No. 2 (450,000 gallons) is under construction and "that 1 is expected to be completed in June 2026." Stone also described sanitary-sewer monitoring and rehabilitation (SSO work), roadway drainage cleanouts and culvert replacements, and longer-term permit work for an ultimate 4.1 MGD wastewater plant expansion currently at TCEQ.
Stone highlighted the Lift Station No. 3 rehab and related bidding; three contractors submitted bids and staff recommended awarding the contract (covered in a separate agenda motion). He described site work already underway on other projects and listed next roadways scheduled for drainage work. Stone invited questions and said construction timelines could be delayed by severe weather, noting bypass pumping may be required during wet conditions.
