Commission approves waivers, closes hearing for 31 Water Street reconstruction

The Ipswich Conservation Commission on July 8 approved requested waivers for required mitigation and reconstruction in the No-Disturbance Zone (NDZ) and No-Build Zone (NBZ) for the 31 Water Street project and closed the public hearing.
Attorney Courtney Simmons and project engineer Scott Patrowicz presented Revision 3 of the plans, which include house reconstruction, seawall repair, restored Coastal Bank plantings and pervious pavers. Simmons reviewed Riverfront redevelopment performance standards and said the proposed restoration ratio is 2.35 to 1. Commissioner James (Jim) Stone moved to approve the waivers and to close the hearing; the motions were seconded and passed unanimously by roll call. Interim Agent Lillian Abbott was directed to draft an Order of Conditions for the July 22 commission meeting.
Why it matters: the plan alters shoreline-facing structures and proposes Coastal Bank restoration; approval to proceed with draft permit conditions brings the project one step closer to permitted construction while committing the applicant to specified mitigation and restoration work.
