Staff explained the cost drivers: prevailing‑wage requirements, the need to relocate fixtures to meet code‑required clearances and turning‑space dimensions, and a substantial construction scope even though the footprint was kept as small as feasible. Public works staff noted they had pared back initial plans to limit the footprint expansion while still meeting the required ADA clearances.
Council members expressed surprise at the magnitude of the cost. "It just seems like there’s got to be a cheaper way to do this," one member said. City staff and the public‑works director responded that non‑compliance exposes the city to accessibility claims and that the project ties into broader planned facility improvements; staff also said that the adopted budget of $450,000 included design and some contingencies, and that the contract award reflects the low responsible bid and necessary scope. After deliberation the council approved the contract to K and M Design Build LLC (dba NM Building Group) and authorized construction to proceed.
