Commission releases several bonds and posts POCD for September public hearing

The commission approved release of the performance bonds for Iron Horse Equipment and for the Carr Hall/pedestrian bridge projects after staff reported the relevant inspections and punch‑list items were complete. A separate bond for DPR (Connecticut Proton Therapy) was not released because staff had not had time to conduct the required inspection.
Town planner Kevin Poggini gave staff updates: "A POCD was posted in the town clerk's office on Friday," he said, noting the Plan of Conservation and Development will be the subject of a public hearing on September 14. Poggini also announced the recent retirement of a long‑serving planner and introduced Sebastian Velez as the new environmental planner, who had started work that week and would assist with reviews going forward. Poggini added the Town Engineer recommended a sidewalk on the Executive Deal/Kia application and the applicant appears likely to accept that recommendation.
The commission approved the bond releases by motion and asked staff to circulate the town engineer's memos and the POCD materials ahead of the September hearing.
