Town says tennis‑to‑pickleball grant awarded; contract and bids remain pending

Councilperson Meg Parascandola reported that the Town’s application (F2024) to the New York Office of Parks, Recreation and Historic Preservation to replace courts on Elm Lake Road has been awarded.
Parascandola summarized the application timeline: the application was submitted July 31 (year noted in the record as part of the grant file), the town supplied requested materials including a property survey, deed, municipal counsel opinion and a board resolution, and last week the town received notice the grant was awarded. Parascandola said the state site used for contract processing is temporarily down; the town is waiting for it to come back online before a formal contract can be signed and work may not begin until after that contract is executed. Engineer Jim Reis is assembling a bid packet for the project.
Parascandola and Highway Superintendent Randy LaVarnway said the town must be patient while the state releases funds and the bid packet is finalized; LaVarnway asked whether work could begin before a signed contract and was told by Parascandola that work cannot begin until the contract is executed. Parascandola invited public questions about the project.
The award sets the town up to replace the existing courts with four pickleball courts and two tennis courts, but no construction has started and the town will not expend local funds until the state contract and bid process are in place.
