Jessica Davis, senior regional manager for ESS, presented the district's substitute metrics: "In July 2024 through June 2025, we filled just over 15,000 absences and came in at a 90% fill rate overall for the school year," she said. ESS compared that to the prior year (16,484 fills at a 93% fill rate) and broke absence reasons into categories—vacancies (34%), sick leave (29.7%), personal leave (12.56%), professional development (11%), long‑term sick (7.13%) and school business (4.14%).
ESS and district staff noted teacher fills are comparatively strong (about a 95% teacher fill rate) while custodial and food‑service substitute coverage needs attention because of high turnover and last‑minute callouts. ESS said the district can use targeted recruitment and training (classroom-management modules, department-specific orientations) and that strong subs often convert to full‑time hires for TAs and custodial positions.
