Council begins rezoning process for parcels on South Park, Electric and Myrtle Avenues

The Lackawanna City Council authorized staff to begin the rezoning process for several privately owned parcels on South Park, Electric and Myrtle Avenues, concluding the current Open Space designation is incompatible with the city's comprehensive plan for those areas.
Charles D. Clark, Director of Development, Marketing & Public Information, told the council the parcels are privately owned and that Phase I environmental tests were completed for three of the four parcels, indicating a high likelihood of soil contamination because of proximity to former industrial and railroad lands. Clark emphasized that rezoning would not relieve current or future owners from performing Phase II environmental testing at their expense for planned development; council approved scheduling a public meeting as the first procedural step (motion by Marrano, second by Muflahi). Vote carried 4-0.
Staff proposed a public meeting on or around Nov. 13, 2024, with a rezoning resolution to follow by year-end depending on the meeting outcome.
