The Lackawanna City Council on Sept. 3 adopted a bond resolution authorizing up to $15,250,000 in serial bonds to finance construction and renovation of a new City Hall at 2838 South Park Avenue. The resolution describes work including a roughly 10,700-square-foot building reconstruction, a 1,000-square-foot glass-enclosed lobby, a 7,700-square-foot office addition, interior improvements, exterior parking and stormwater work, and installation of a geothermal heating and cooling system.
City Attorney John P. Gaughan submitted the proposed bond counsel resolution for the council's consideration. The resolution delegates powers to the City Comptroller to issue bonds and bond anticipation notes and affirms that the city completed necessary environmental review under SEQRA (the transcript states a negative declaration was issued). The council approved the resolution unanimously (5–0).
