Board approves expansion for Abbott Road grocery after negative declaration

The Lackawanna Planning Board approved a site plan on Oct. 29 for an expansion to the retail space at 1590 Abbott Road after the board adopted a negative declaration on environmental review.
An architect representing the owner described a single-story, approximately 36-by-68-foot wood-frame addition behind the existing building that will provide interior storage space for deliveries and additional retail area. The architect said the team scaled the addition to comply with setback and maximum coverage requirements rather than seek variances.
Board members pressed for details about storage, deliveries and impacts on a nearby resident with a backyard that abuts the site. The architect said the storage area will be separated from customer space and that there will be no exterior storage. A board member asked about building height; the architect said the ridge height is about 14 feet.
The board also noted a typographical error in the project paperwork that listed the parcel number incorrectly; staff confirmed the project address is 1590 Abbott. The board voted to adopt a negative declaration and then approved the site plan; the record shows one vote in opposition (Jared Buckner) and the motion carried 5–1. Development staff told the applicant to provide final stamped drawings and to complete permitting steps before construction begins.
“No exterior storage; everything will be internal to the building,” an applicant representative said in response to concerns about deliveries and wildlife. The board recorded the negative declaration and the site-plan approval during the meeting.
