The Lackawanna City Council voted unanimously to adopt three ordinances that amend penalty provisions across the municipal code.
City Attorney John P. Gaughan submitted the ordinances that replace or revise penalty schedules in Chapter 190 (Solid Waste), Chapter 135 (Health and Sanitation) and Chapter 155 (Municipal Code Violations Bureau). The measures specify graduated fines—for example, Chapter 190 now sets fines of $50 for a first violation increasing to $300 for fourth and subsequent violations and includes a separate criminal penalty clause for continuing violations. During the session the council moved to adopt the ordinances as written (motion by Marrano, second by Anderson); the vote was 4-0.
Each ordinance's text states it "shall take effect immediately," moving the changes into force following adoption. The council did not debate alternative penalty schedules at the meeting.
