The Lackawanna Planning Board voted to approve a site plan for a bakery at 1245 Abbott Road on Oct. 29, advancing a small-business plan that calls for minimal interior work and morning-focused hours.
Applicant Debbie Fran said the space — a former diner — will get only “cosmetic” updates and will initially operate about four days a week with hours roughly 7 a.m. to 2 p.m. She told the board the business will sell custom cakes, cupcakes and cheesecakes, and will host monthly evening cake-decorating classes where “the cake’s already made” and participants frost their own creations.
Board members questioned trash handling, signage and seating. Fran said deliveries will be managed at the rear parking area and that “we could have a small dumpster back there.” The board also confirmed signage will be handled after the applicant obtains estimates from sign companies.
The board opened a public hearing; no neighbors spoke. After a motion and second, the board voted in favor and approved the site plan. Development staff reminded the applicant that a business registration and appropriate permits — including sign permits and any required inspections — must be completed before opening.
Fran estimated a target opening of Dec. 1 but staff cautioned that business registration and departmental reviews will determine the actual timetable.
