Belton council creates Charter Review Commission, sets application and appointment timeline

The council approved Resolution 2026‑076 to establish a Charter Review Commission and set a timeline for applications, review and appointments. Staff said the city charter requires a comprehensive review at least every 10 years; the draft schedule opens applications Aug. 12 through Sept. 15, with council review by ward on Sept. 22 and appointment of 12 members on Oct. 13. Commission meetings are expected to begin in November 2026 and recommendations would be considered by council in October 2027.
A staff presenter explained why proposed amendments, if approved by the council, would be placed on the April 4, 2028 ballot rather than the November 2028 ballot: the April municipal election is already scheduled and using that date avoids additional election costs. Council members asked practical questions about application submission methods (online, mail, in‑person) and the process for filling vacancies should a commissioner resign; staff said vacancies would return to council for appointment.
Council approved the resolution by voice vote. The commission process will produce recommendations that the council will then decide whether to place on the ballot for voter consideration.
