Council asked about construction traffic routing and whether heavy equipment would use city streets; staff replied most construction traffic likely would use a nearby arterial under Kansas City jurisdiction but acknowledged some turning into local streets could occur. Council moved, seconded and approved first reading of Bill 2026‑46.
